Eligibility includes three scenarios: non-Dutch nationality or a foreign passport holder with one parent or guardian temporarily employed in the Netherlands; Dutch nationality with two years of schooling abroad because a parent or guardian was stationed abroad; or Dutch nationality with a parent or guardian who will be stationed abroad within two years for at least two years, demonstrated by a written statement of intent by the parent or employer.
